三、申报单位简况：
离石区水利水保局是离石区政府的水行政主管部门。负责全区水利水保工程项目的申报和实施，全局现有干部职工89人，其中行政人员10人，事业人员79人，内设水利、水保、水资源管理等9个股室，下设吴城水库、抗旱服务队、打井队等三个股级事业单位，总资产2000万元。
四、项目概况：
       1. 千年水库：是《“十一五”规划》、《离石区水利发展规划》、以及《三川河流域发展规划》推荐近期实施的重点水利工程。水库坝址位于信义镇千年村，距离石城区28公里，工程地址为土石山区，坝址以上集雨面积为85.2km2，按照离石区水利发展规划，该工程任务以工业供水为主，兼顾防洪、农业用水、人畜饮水和发电等。
2. 经投资估算：总投资1500万美元,拟引资1100万美元。
3. 工程建设规模为：水库库容1100万方，坝高38米，发电机组，渠系配套40km，年供水量600万方。
4. 主要建设内容有：碾压大坝，溢洪道、输水洞以及发电隧洞，同时配套渠道40km，安装发电机组30万千瓦时。
5. 项目实施条件良好：“神--五线”穿过坝址，水、电、通讯设施齐全，具备工程实施的各项条件。
6. 效益分析：项目建成后供水市场前景广阔，工程效益十分突出。离石水资源匮乏，工农业用水历来紧张。随着社会经济的发展，对水的需求越来越大，用水需求和水资源矛盾更加突出。目前，信义镇工业园区建设在即，新建、扩建煤焦项目10余个，具初步测算，仅工业园区一项，年用水量在1500万方以上，按设计千年水库向企业年供水500万方，按照每吨水2元计算，15年可全部收回成本。同时还有防洪效益、环境效益、发电效益等，尤其是该库区自然环境良好，植被覆盖率高，有旅游娱乐和休闲度假开发得天独厚的条件。

III.  Applicant general introduction：
The Lishi District Water Resources and Protection Bureau, Luliang City, is a department in charge of water administration under the Lishi District government. It is responsible for application and implementation of all water conservation and protection projects of the whole district. Now there are staff members 89, among whom 10 are administrative clerks, 79 governmental institution clerks. Inside the bureau there are 9 sections of water resources, water protection, water resource management and etc. and the bureau has three subsidiary organizations, which are Wucheng Reservoir, a draught-fighting service team and a well-digging team. All the three organizations are governmental institutions, having total assets worthy of 20 million yuan.   
IV.  Project general information
a.Project content: The Qiannina reservoir is a key water conservation project recommended in the 《Eleventh Five Year Plan》, 《Lishi District Water Conservation Development Plan》and《Sanchuan River Basin Development Plan》, which is located at the Qiannina Village, Xinyi Township, 28 km away from Lishi downtown area. The project lies in an earth and stone mountainous area and the upstream rainwater collection area is 85.2 km2. Based on the Lishi District Water Conservation Plan, the reservoir will mainly supply water for industrial uses with an eye on anti-flooding, water for agricultural uses, people and animal drinking water and power generation, etc.
b.Project investment estimation: an initial estimation on the project budget shows the total investment will be US$ 15 million, among which US$ 11 million will be solicited outside.
c.Project scale: the reservoir will have a volume of 11 million cubic meters. The dam will be 38 meters high equipped with power generating sets. The auxiliary trench system will be 40 km long. Annual water supplied will be 6 million cubic meters.
d.Project construction scope: a dam constructed by roller compaction, a spillway, a water transmission canal and a power generation tunnel, and auxiliary trenches 40 km long. The power generation installed will be a 300,000 kWh set.
e.Supporting condition of the project: the project has very good conditions for implementation, the"Shen-Five line"goes through the reservoir location, and infrastructure is fully available, including water, power and telecommunication utilities.
f.Market forecast and benefit analysis after project completion：water marketplace is very wide; the project will have outstanding economic performances after completion. Lishi lacks water resources and both industry and agriculture always have difficulties in water supplies. As social and economic developments are expedited, demands for water become greater and greater, so contradictions between water demands and water resources are becoming more and more serious. At present, it is not a far future to construct the Xinyi Industrial Park, which will have a dozen new and expanded coke-making projects. Initial estimation shows that at least more than 15 million cubic meters of water will be needed each year. Based on the assumption that the Qiannian Reservoir will supply 5 million cubic meters water each year at a unit price of 2 yuan/ton, 15 years will be spent before all the investment is recovered. At the same time, there exist also other benefits in anti-flooding, environment and power generation, etc., especially the reservoir location has an excellent nature environment with high plant coverage, which is suitable for tourism, entertainment and leisure seekers, being a unique place for holiday makers.

     The project conforms to industrial policies of the state and our province.
