III. Applicant general introduction:
The Lin County Construction Bureau is an administrative unit under the County People's Government and is responsible for urban constructions.
IV. Project general information:
a. Project content: the designed wastewater treatment facility will treat wastewater 26,000 m3 per day with auxiliary pipelines 22 km.
b. Project investment estimation: total investment of the project will be US$ 25.25 million, among which US$ 5.25 million will be raised by the bureau itself and US$ 20 million will be solicited or by other financing.
c. Project scale: 26,000 m3/d.
d. Project construction scope: wastewater treatment works and auxiliary facilities.
e. Supporting condition of the project: available.
f. Project progress: in a preparation stage.   
g. Market forecast and benefit analysis after project completion: the current water amount supplied to the urban area is 22,000 m3/d and wastewater treatment fee is collected based on water amount at US$ 0.2/ m3, so, annual income is US$ 1.584 million while annual operational cost is US$300,000. static investment recovery period is 19.67 years.
V. Progress status of the initial review of the application for construction: The projedct conforms to the state and provincial industrial policies and has passed initial examinations by the land, environmental protection and urban construction planning authorities of Luliang City with positive opinions.
