III. Brief introduction of the sponsor：This company was founded in July, 1999 as a private owned enterprise. The registered captital is CNY50.00 millions.It's specializing in the manufacturing of raw coal, washing coal, coke; The correspondent annual production capacities for them are 1.2million tons, 600,000tons and 300,000tons.
IV. Project Survey:
a.Content of the project: The project is located in Xishan Industrial Development Area, Zhongyang County. The sponsor is dedicated to develop the coal resource as the leading object, and have the coal washing, coking, electric, coal industry, magnesium as the supporting industries for an integrative operation and industry chain.
b.The total project investment: The total investment on project is USD250millions. Among it, the investment from the sponsor is USD88.30millions, and the balance from the future investor is USD161.37millions. 
c.Project construction scale: a mine of 3million tons, coal washing line of 1.5million tons, mechanical coke of 1million tons, 100,000tons carbinol made from stove-coke gas,2X13.5MW air condensing units, 10,000tons magnesium products.
