III.  Project Brief: Profile of project: The project will meet the needs of all the people for improving their health, which embodies guiding ideology of development of physical culture cause, boost the evolution of physical culture cause into industrialization, and is propitious to tap new sources of economy growth.
    a.Total investment: The total investment of this project is US$9.339 million, and the proposed attracting investment is US$9.339 million, of which US$3,674,200 for gymnasium and US$5,597,200 for stadium.
Construction scale and content of project:
In which, the stadium covers an area of 55,730 square meters, floor space of 30,860 square meters, and it can accommodate 20,000 people. The gymnasium covers an area of 10,530 square meters, floor space of 12,010 square meters, and it can accommodate 5,000 people. The project belongs to a new project.
    b.Project auxiliary facilities:The sport center is to be located in the comprehensive planning area of YingBin North Road, XiaoYi.
Market prospect and benefits analysis:
After completion of the stadium, annual profit total amount will reach US$1.3862 million, annual profit after tax will be up to US$928,750, inner financial rate of income is 17.91%, financial net present value is US$422,500, and the payback period of investment is 4.75 years. After completion of the gymnasium, annual profit total amount will reach US$510,600, annual profit after tax will be up to US$297,100, inner financial rate of income is 11.75%, and the payback period of investment is 8.94 years.
IV. Current Progress:
    The project conforms to the national and provincial industrial policies. It has been preliminarily approved by the City's Department of Land and Resources, Department of Environment Protection, and Department of Urban Construction Planning.
