1.项目内容：西华镇风景区位于山西西部吕梁山脉中段，离石区小一东川边境，距市区40公里处，占地面积近5000亩，地处离石、交城、文水的交界处，是一个天然亚高山草原风景区，素有“华北第二大草原”的美称。
2.项目投资估算：总投资1308万美元，拟引资1308万美元。
3.项目建设规模及内容：主要建设包括：（1）旅游公路建设；（２）旅游基础设施建设（餐宿园和仿古商业一条街）；（３）旅游景观建设；（４）移民搬迁；（５）草场建设。该项目属于扩建项目。
4.项目配套条件情况：西华镇风景区距市区40公里处，与汾柳高速公路吴城出口临近，交通便利，通讯设施齐全，经过十年的建设目前已向游人开放。
5.项目建成后的市场预测及效益分析：项目建成后，年旅游收入可达125万美元。同时将带动当地餐饮服务业和流通业，提高吕梁的知名度，具有一定的经济效益和社会效益。

III.Brief Introduction to the Application Unit：The company, a privately-owned corporate enterprise, was founded in October, 2003 with the registered capital of 500 thousand yuan and 50 employees. The major business operations include the development of tourism projects and the exploitation of agricultural products in the tourist areas.
IV.Project Overview：
a.Project Details：The scenic spots of Xihuazhen locate in the middle of Lvliang  mountain range in the west part of Shanxi. The town, with the area of 5000 mous, lies in Lishi District where is close to Dongchuan border and 40 kilometers far from the city downtown. Standing on the juncture of Lishi, Jiaocheng and Wenshui, the town is a scenic area of natural sub-alpine meadow and is reputed as"the No. 2 Meadow of North China".
b.Investment Fund Estimate: The total investment is US$ 13.08 million dollars, among which US$ 13.08 million dollars is planned to attract from outside investment.
c.Scale and Construction of the Project: The main construction works include:
1.The construction of tourist highway;
2.The construction of tourist infrastructure (the accommodation area and the shopping street in the ancient style);
3.The construction of scenic spots;
4.The migration of local inhabitants;
5.The construction of meadow.
This project is subject to the category of expansion projects.
d.Project Supporting Situation: The scenic area of Xihuazhen is 40 kilometers far from the city downtown and close to the Wucheng Outlet of Fenliu Freeway. Apart from the convenient traffic, the town has been equipped with the complete communication facilities. Now the scenic area has been opened to the tourists after 10-year construction.
e.Market Prospects and Returns Analysis: After the completion of the whole project, the annual revenue on tourism can reach US$ 1250 thousand dollars. Meanwhile, the tourism will not only boost the advancement of local service industries of Food & Drink and Circulation, but also improve the reputation of Lvliang  City. All these definitely will result in the acquisition of economic and social benefits.
V.Application Progress After Initial Examination：
The project complies with the State and Provincial industry policies and regulations, and has achieved the municipal government approval of being listed in the key projects of"the 11thFive-year Program". It has already passed the preliminary examination by the departments of Land and Resources, Environment Protection and Urban Planning.
