三、申报单位简况：岚县恒升焦业有限公司由岚县国营侯家岩煤矿登记设立，该煤矿建于1965年，于1967年正式投入生产，设计年生产能力10万吨。现有资产总额5000万元，职工400多人。2005年对原有采煤生产线进行了技术改造，使年生产能力达到了21万吨。公司于2004年入驻岚县普明新型工业园区，建成380m?高炉一座，计划2006年8月份投入生产。

1、项目选址：岚县普明新型工业园区。
项目产品：水泥熟料，P.S32.5硅酸盐水泥及P.S42.5硅酸盐水泥
2、项目投资估算：总投资2450万美元，其中企业自筹872.8925万美元，拟引资1577.1075万美元。
3、项目建设规模：新建日产2500吨熟料新型干法水泥生产线，年产1314105吨水泥，其中P.S32.5硅酸盐水泥701588吨，P.S42.5硅酸盐水泥612498吨。
4、项目建设内容：项目建设内容为从原料进厂至水泥发运止的一条日产2500吨熟料的新型干法水泥生产线。
5、项目配套条件情况：项目区位于岚县普明新型工业园区，占地280亩。交通便利，原燃材料距厂区较近。电源引自园区内的35KV电站，进线电压10KV。项目日最大消耗水量约789.7m?，工业区的集中供水系统可保障供应。园区内的通讯网络设施已架设完成。
6、项目建成后的市场预测及效益简析：近4年来，我国水泥工业经历了产量大幅增长和结构重大调整的发展历程，虽经受了投资过热和国家宏观调控的严峻考验，但始终保持着高速平稳的发展态势。2001-2004年，年分别增长了4400万吨、1亿吨、1.43亿吨和1.07亿吨。
随着国家加大对我省煤、电、油、运等产业的扶持力度，大型煤炭基地、电力企业、北南中铁路运输通道改造等项目相继开工建设，特别是随着吕梁市工业化、城镇化进程的加快。据预测，在"十一五"期间，吕梁市优质水泥需求量将达到300万吨，到2010年将达400万吨。
项目建设期1年，项目投产后年销售收入30524万元，利润8364万元，上缴税金5800万元。投资回收期3.27年。

III.Brief Introduction to the Organizer: Lan County Hengsheng Coke Co., Ltd. was established on the basis of state-owned Houjiayan Coal Mine. Houjiayan Coal Mine was established in 1965 and was put into production in 1967 with annual designed production capacity of 100,000 tons. At present, the Company has the total assets valuing RMB 50 million and more than 400 employees. In 2005, Houjiayan Coal Mine has been improved and expanded. And the annual production capacity has reached 210,000 tons. The Company has moved into Puming New Industrial Park, Lan County, and established 1 set of 380m3 furnace, which shall be put into production in August 2006.

e.Market Forecast and Benefit Analysis After the Project is Completed: During the recent 4 years, the cement industry in China has been developing steadily. From 2001 to 2004, the cement production capacity in China has been increased by 44 million tons, 100 million tons, 143 million tons and 107 million tons respectively.
With the government's further support to coal industry, electricity industry, road and railway construction projects, the large-sized coal bases, power plants, railway and expressway projects are under construction. It is estimated that the cement demand during the period of "11th Five-Year Plan" shall reach 3 million tons and shall reach 4 million tons by 2010 in Luliang City.
